USAID SDS Programme
Strengthening Decentralization for Sustainability (SDS) is a 5-year USAID-funded programme that supports local governments in Uganda to improve social service delivery. With emphasis on health, education, and services for orphans and vulnerable children (OVC), the program collaborates with the Ministry of Local Government and other USAID-supported partners to strengthen processes and structures of decentralized governments in 35 districts to offer quality services. The SDS Programme is implimented by Cardno Emerging Markets as the prime contractor, with support from - Urban Institute (UI), Development InfoStructure (DEVIS) Infectious Disease Institute (IDI)and Tangaza.
Objectives
- Strengthen coordination of activities at the district and sub-county level.
- Improve district management of resources and programs.
- Provide financial support through grants to local governments for better service delivery.
- Institute innovative approaches to sustain social sector service delivery.

Leadership, Planning, budgeting, human resources management, monitoring and evaluation, management information systems, and financial management and procurement.
