Urban Administration Background
Objective
To provide the required support and technical guidance in order to promote democratic governance, advocacy, transparency and accountability in Urban Local Governments.
Functions
- To assess performance of Urban Local Governments in the delivery of services to the population.
- To help promote staff training and development.
- To put in place mechanisms that make Urban Councils adhere to established legal and policy framework plus standards.
- To advise relevant line ministries on areas where they need to improve their services to the Urban Councils.
- To advocate, represent, protect and defend Urban Council interests at all levels.
- To carry out technical studies on the creation and upgrading of Rural Growth Centers and Urban Councils.
- To develop training and sensitization programmes for Urban Councils.
- To undertake support supervision, monitoring and mentoring of Urban Local Governments of local governments.
Performance in FY 2009/10
- 20 Urban Councils supported and monitored in service delivery, 20 Urban Councils and 15 Town Boards monitored and supervised in structure planning;
- Technical officers and political leaders of 27 new Urban Councils, were trained and guidelines issued for operationalization of new Urban Councils i.e. Town Councils and Municipal Councils.
- The Ministry concluded an urban situational analysis study, which is aimed at filling the policy and information gap in the urban sector. The study is a basis for formulating the National Urban policy which has hitherto been lacking.
Planned Outputs for FY 2010/11
- Monitoring, supervision and mentoring of 24 Urban Councils conducted.
- Continued technical support and training of 20 Urban Council officials.
