District Administration Background

Objective

To promote democratic governance, advocacy, transparency and accountability in Local Governments.

 Functions

  • To enhance the capacity of Local Governments to deliver quality services.
  • To supervise and coordinate operations of Local Governments.
  • To present requests of local Governments for development programmes to line Ministries.
  • To evolve skills development for Local government staff to deal with the challenges of decentralization.
  • To work with LGFC to put in place mechanisms for equitable sharing of resources in the various Local Governments.
  • To provide support supervision to Local Governments.
  • To analyze reports from the Local Governments and tender appropriate advise.

Performance in FY 2009/10

  • Undertook on-spot audit of key staff positions and status of recruitment in 26 districts;
  • Provided hands on support to 8 LGs, conducted JARD 2009, with participants from districts, regional and national levels;
  • Conducted follow up of JARD 2009 recommendations in Busia, Butaleja, Pallisa and Budaka districts;
  • Undertook technical support supervision and mentoring visits to 24 districts;
  • conducted hands on training for 33 newly appointed members of DSCs in 23 districts.

Planned Outputs for FY 2010/11

  • Routine technical support supervision and mentoring visits in 24 Districts undertaken;
  • JARD 2010 conducted;
  • Induction course for 24 newly recruited members of DSCs conducted; provision of support to about 24 districts to recruit additional staff.
